Institute a gag order
You can tell how noisy, the world has become just by looking at the bags under everyone’s eyes: A National Sleep Foundation survey found that 1 in 3 people are frequently startled awake, most often by noise. Maybe that’s why Boulder, Colorado, has banned heavy construction equipment after 9:00 p.m., and a New York City law allows the NYPD to disconnect car alarms that don’t shut off. Visit nonoise.org/ lawlib/cities/cities.htm for a list of existing noise ordinances, If your city has a law on the books, read up on it and file a complaint when someone raises a racket. If there aren’t any ordinances, petition the city council.
